Proposed Change for Non-Mosaic Down Syndrome for Social Security Disability and SSI

Social Security Disability and SSI claimants need to know that the Social Security Administration proposes to change the listings for evaluating congenital disorders that affect multiple body systems.  76 Fed. Reg. 66006 (Oct. 25, 2011).  The main proposed revision would change adult listing 10.06 and childhood listing 110.06 for non-mosaic Down syndrome.  There also are proposed changes to the introductory text for sections 10.00 and 110.00. 

The proposed revisions would change the name of the listing body system from to “Congenital Disorders That Affect Multiple Body Systems.”  The current title does not include “Congenital Disorders.”  The preface explains that the listing deals only with non-mosaic Down syndrome and explains the difference from mosaic Down syndrome.  Of note, SSA proposes replacing the term “mental retardation: with the term “intellectual disability.”  Disability organizations have urged SSA to make this change to confirm with 2010 legislation that requires this revision.
